This document serves to register a protest against the decision by Telstra
Corporation Limited, ACN 051 775 556, trading as "Telstra", that as of 1
February 1996, all amateur bulletin board systems (BBSs) will be deemed to be
business customers, and will be forced to pay charges for business services
which they do not require. This decision was made without public
consultation, it does not allow for the fact that many BBSs are private
amateur non-profit systems, and it represents an unacceptable additional cost
to these systems which may force many to close. Those that do remain open may
be forced to charge their callers in order to cover the new expense.
